Upon arriving in Smeerensburg, he discovers it is a place trapped in a bitter, generations-long feud between two rival clans, the Krums and the Ellingboes. The townspeople are hostile, no one writes letters and the local school teacher, Alva, has given up and resorted to selling fish.
Desperate for mail to count towards his quota, Jesper wanders into the nearby woods and meets Klaus.
He strikes a deal with Klaus: they will secretly deliver a toy to an unhappy local child, hoping this will spark requests for more toys and result in a flood of letters to process.

The plan works all too well, and Jesper soon realizes the children will do chores and be kind if it means getting a toy. To keep the letters and his quota coming, Jesper and Klaus make up stories to explain the magic; Children must leave a letter to receive a toy, Klaus only delivers at night, naughty children get coal and Klaus slides down the chimney.
